Moving Mounds of Dirt Around From Place to Place

This is what we call "over-excavation." Soil is dug up from one area of the site is moved and piled on another. Then, the soil is moved and compacted back to the excavated areas. Why? In order to build a fixed density of soil upon which the future park may be built. For Observation Hill along the western edge of the park, a 10' over-excavation was dug and a structural beam was installed to support the hill
